SurePayroll Small Business Scorecard? Shows Technology Driving Jobless Recovery

By remaining with a desktop solution that installs on a customers computer, Halfpricesoft.com representatives said ezPaycheck will remain affordable for even the smallest of businesses and enable customers to use the software offline if that better suits their needs. By comparison, many payroll software titles have moved to completely web-based platforms or desktop platforms that require an active internet connection. The monthly or annual fees associated with these platforms often put the software out of reach for many small businesses. This scenario is counterproductive to Halfpricesoft.coms mission to make easy-to-use, time-saving financial software that is affordable for any small business. Our desktop solution, with one-time cost and no extra fees for adding an account or hiring more employees, is more affordable than competing web-based solutions. said Halfpricesoft.com founder, Dr. Ge. Small businesses will appreciate the unique features in the latest release of ezPaycheck payroll software: Supports daily, weekly, biweekly, semimonthly and monthly payroll periods. World Missions: Overcoming Barriers to the Fulfillment of the Great ...

The Cultural Barrier

Closely related to the ?linguistic barrier? is the ?cultural barrier.? Actually, however, they are not the same, and warrant separate treatment in an itemized description of the missionary task. Those without a good understanding of cross-cultural dynamics and the complexity of human relationships and communication often make the mistaken assumption that, as long as an accurate linguistic translation has been made, effective communication has taken place. However, effective communication involves much more than language alone.

As alluded to in the previous reference to Hebrews 1:1?2 in the discussion of the ?linguistic barrier,? God himself, through the incarnation of Jesus, has taken the initiative, and given us the example par excellence to follow. Paul, in 1 Corinthians 9:19?22, gives the classic articulation of this principle for missionary praxis:

Though I am free and belong to no man, I make myself a slave to everyone, to win as many as possible. To the Jews I became like a Jew, to win the Jews. To those under the law I became like one under the law (though I myself am not under the law), so as to win those under the law. To those not having the law I became like one not having the law (though I am not free from God?s law but am under Christ?s law), so as to win those not having the law. To the weak I became weak, to win the weak. I have become all things to all men so that by all possible means I might save some.

Normally, those who come from the same cultural context as the intended receptors of the message will be more effective at communicating in a culturally relevant manner than those from another cultural context. There are situations, however, in which there are not yet enough evangelists and disciplers available from the local cultural context to effectively reach everyone. In these situations, the most effective evangelists and disciplers (even though they come from outside of the cultural context) will usually be those who best adapt to the cultural context.

Donald Larson, reflecting on years of field experience in the Philippines, offers the following observations that corroborate this line of thinking:

Noise takes many different forms. For example, when a sender uses a language in an unfamiliar manner, this ?foreign accent? constitutes a kind of noise for the receiver. In certain instances, it is difficult to differentiate noise from reinforcement. For example, when the receiver has a strong case of prejudice against the sender, every message may be obscured in part by a kind of noise emanating from the receiver?s feeling that ?I don?t believe a thing this guy says.? Noise and reinforcement, in the sense used above, account for the discrepancy between the message as the sender sends it and as the receiver understands it. . . . All sorts of complications set in when information is passed from one culture to another. Insiders know the patterns; aliens don?t. When an alien tries to communicate with a group of insiders, his patterns and theirs begin to clash. Differences between them suddenly appear; old habits hang on persistently. . . . Fluency, however, is not the same as an insider?s awareness of communication patterns. An American in the Philippines may have a native-like control of pronunciation and grammar, yet he may not have learned to preface each request with a good bit of small talk. (15)

In general, missionary theorists and practitioners have long seen effective cultural contextualization as one of the most important factors affecting the ultimate success of the missionary enterprise. However, this often requires hard, diligent effort on the part of the missionary. The following are merely a small representation of the many comments that could be presented in support of this thesis:

Cross-culturalism refers to the learned skill of relating to people of other cultures within the contexts of their cultures . . . The above definition implies several characteristics of cross-cultural missionaries. They have gone through a process of culture and language learning to become cross-cultural. Becoming cross-cultural requires many hours of listening, speaking, observing, asking, and experiencing?all within the local cultural context. (16)

Some missionaries seem to have greater sensitivity to cultural differences, a greater patience for learning from others, and a greater willingness to subordinate personal goals to mission and national church objectives?traits essential to establishing and maintaining cross-cultural relationships. At a deeper level, however, credibility relates to the worldviews of the missionaries and the people they serve . . . We often see best after we live deeply in another culture?after we put on other glasses and then look back on our own cultural presuppositions. (17)

A technical grasp of a culture assures no more than a curio hunter?s interest and understanding of a people. Some individuals may never be able to see the larger structure that constitutes the culture. Many can, but they will need to be taught to ?spell? and form ?sentences,? then construct flowing cultural ?paragraphs.? For most students, it will be a long, difficult study involving years among the people. It is not likely to be gained during a few months of short term service. (18)

In any case, in spite of the progress that may be obtained by diligent efforts toward appropriate cultural contextualization on the part of missionary workers, in order to reach a greater effectiveness in the communication of the gospel, it is almost always best to transfer the main responsibility of communicating the gospel to those who come from the same cultural context as the intended receptors as much as possible, and as soon as possible.

Mayor Mark Mallory (Enquirer file)

Cincinnati Mayor Mark Mallory is on a trip to Gifu, Cincinnati?s sister city in Japan. submit to reddit

City officials from Gifu asked Mallory to visit to talk about what Cincinnati has done and is doing to keep from staying ?quiet,? said Steve Rindsberg, chairman of the Gifu Sister City Committee. He will be touring various businesses and government departments to give speeches.

?In some respects, Gifu has some of the same problems we do,? Rindsberg said. ?People are moving out to suburban communities. There was once a thriving downtown area, and it?s gotten kind of quiet. They?re seeing good things [in Cincinnati] and they want to see what they can do.?

Mallory left Sunday and returns Monday. ?Gifu and Cincinnati are splitting the cost of the trip.

Listed in his itinerary are designated snack times and quantities for small gifts to give at each location.

It is the 25th anniversary of Cincinnati?s union with Gifu as sister cities.

Aerial pictures reveal climate change

[unable to retrieve full-text content]As a result of climate change, certain undesirable aquatic plants are starting to invade German water bodies. Even popular recreation areas like Lake Starnberg have been affected, leading to a growing need to monitor the spread of these plants. Up to now, regular monitoring has proven to be a costly process. But in a new approach, researchers have developed a quicker and less expensive method.

Central bank support, growth signs lift shares, oil

By Richard Hubbard

LONDON (Reuters) - World shares and oil rose on Thursday as signs of modest growth in the global economy raised the likelihood that major central banks will stick with policies aimed at supporting the recovery.

Both the European Central Bank and the Bank of England are likely to leave their loose policies unchanged at rate-setting meetings later in the day, echoing the Federal Reserve on Wednesday which gave no hints of changes to its stimulus plans.

"Central Bank policy is still very much the driving force in the markets, and I think the recent data is very consistent with policy as it stands," said Ian Stannard, head of European FX strategy at Morgan Stanley.

The prospects of ongoing support from the ECB and Bank of England only grew after euro zone manufacturing data showed activity just starting to pick up for the first time in two years during July.

That followed an official Chinese survey pointing to a small acceleration in its vast factory sector last month, although a rival report from HSBC was much more gloomy, showing activity fell to its lowest in nearly a year.

"On the manufacturing front, China delivered quite a mixed message. But in the European corner things are looking better, with signs of improvement in the beleaguered region," said Gekko Markets sales trader Anita Paluch.

The Chinese data did give a boost to local stock markets and, in Tokyo, helped Japan's Nikkei to jump 2.5 percent <.n225> for its biggest one-day gain in three weeks. But Asian shares tracked by MSCI Asia-Pacific ex-Japan index <.miapj0000pus> were more subdued, adding 0.3 percent to snap a three-day losing run.

The encouraging euro zone manufacturing data, along with some strong company earnings and the Fed's indication of no immediate cut in its bond buying program combined to lift European shares 0.5 percent <.fteu3> by mid-morning trade.

The STOXX Europe 600 Basic Resources index <.sxpp> of mostly mining shares was among the big gainers, climbing 1 percent. While bank stocks jumped 1.3 percent <.sx7p> after France's Societe Generale said its second-quarter earnings had more than doubled.

DOLLAR ASCENDANT

In currency markets, the likelihood the ECB and Bank of England will remain biased towards keeping rates low for some time undermined the euro, giving the dollar a lift.

The dollar index, which tracks the greenback's performance against a basket of major currencies, last stood at 82.05 <.doxy>, about 0.65 percent above late Wednesday U.S. levels but still not far from a six-week low touched earlier that day. The euro had slipped 0.4 percent to trade around $1.3240.

The hopeful signs of an end to the euro area's 18-months-long recession contained in recent data are expected to encourage the ECB to stick by last month's guidance that rates will stay at 0.5 percent or lower for an "extended period".

However, traders will be watching ECB President Mario Draghi for any hint of another cut in rates, possibly as soon as September, when he gives a post-meeting news conference.

The dollar was expected to remain firm regardless of the outcome of the ECB meeting as the U.S. payrolls report due on Friday is likely to show a solid increase in new jobs, adding to speculation the Fed will ultimately curtail its stimulus.

Employment outside the farming sector is seen rising by 184,000 during July, according to economists polled by Reuters with a chance the number may be higher after a survey on Wednesday showed private jobs rose 200,000 in July.

Meanwhile the prospect of easier monetary policy over the coming months as the global economy slowly recovers supported most major commodities.

Brent crude prices traded above $108 a barrel, a rise of over $1.00, while copper prices were up nearly 1 percent, extending a 2.2 percent bounce in the previous session, to trade near a one-week high.

However, gold reversed its early gains to shed 0.2 percent to around $1,319 an ounce as the rising dollar, which makes the metal more expensive, hurt demand.

How to Choose The Right Network Marketing Business for You | The ...

Choosing the right network marketing business for you will be one of the most important business decisions you will make. Your choice could easily be the difference in whether or not you succeed. So in this article We will look at what you need to understand in order tohelp you come to the right decision.

http://www.empowernetwork.com/freevideoreveals3.php?id=jonleuty

High Ticket Products:

High Ticket and high demand products should be the very first thing you should look for in a network marketing business. The niche that your choice of business is in should be reflected in their products, and the markeplace demand for them. e.g Travel, Weight Loss, and Home Business are ALWAYS in demand and most Network Marketing Businesses within these niches usually have high ticket products associated with them.

If there is not sufficient demand and/or the price point is set to low, you will find that you will have to sell a lot of products and recruit a lot of team members if you are to realise your income goals.

The compensation plan:

Seen by most to be the most important consideration of all, the compensation plan is something else that needs a thorough investigation, after all you need to ensure that you will be substantially rewarded for your business building efforts.

So make sure that firstly the compensation plan suits your vision and goals for developing your network marketing business. Investigate the one off payment you receive for each sale and also the residual payment you will receive EVERY month, as this is where the BIG money is usually made and normally provides the incentive for you to recruit and grow your business.

Leadership:

Your Network Marketing business choice SHOULD have great leaders. You see, network marketing IS NOT about making money fast (although compared to traditional business models it can seem sometimes like overnight success) so it takes real genuine leadership skills to help you excell and grow.

A mentor is imperative, providing of course that your mentor is succeeding and can help you duplicate their success. So make sure you check out the leadership within the business, if necessary try to meet with them personally, or at least talk with them and make sure?you are happy that they are the kind of people you would like to work with.

Business Systems:

Many people come into the network marketing business as complete novices in ANY sort of business. This can actually be a blessing if you align yourself with the right company, because you will have no pre-conceived ideas about how the business works and therefore you will be very receptive to the business model and plan.

However most people who fail with network marketing do so because of the lack of a system to follow, so the final check you should make is to whether or not the network marketing business of your choice has the following already in place:

1) Marketing Training.
2) Recruitment Training.
3) A Duplicable Business system.
4) Support from your upline.

Most great network marketing leaders understand that their success is your success, so ensure you do your due diligence and only align yourself with the network marketing business which has YOUR success as it?s main priority.

All the best.

LG's profit falls on weak TV demand, handset costs

SEOUL, South Korea (AP) ? LG Electronics' latest quarterly report underlined challenges facing global electronics makers as weak TV demand and stiffer competition in smartphones undermine profit.

The results Wednesday showed an 8 percent decline in April-June net profit to 155.5 billion won ($140 million) even as LG's revenue rose 10 percent from a year earlier to 15.2 trillion won ($13.6 billion). Operating profit fell 9 percent from a year earlier to 479 billion won.

LG's TV sales improved a bit and smartphone sales hit a quarterly high of 12.1 million handsets. The smartphone shipment figure was more than double from the year-earlier quarter.

But that was not enough to create bigger profits as consumers snapped up cheaper devices that have lower margins for manufacturers. LG said sales of LCD TVs rose but soft TV demand combined with competition from rivals depressed TV prices.

Even though LG turned around its loss-making mobile unit to the world's No. 3 smartphone supplier, its handset business is not a cash cow like Samsung and Apple's, which dominate the high-tier smartphone market. LG's cheaper smartphones are popular but also burden the company with heavy marketing costs.

To improve its bottom line, LG is rolling out high-end models for its core TV and handset businesses in the current quarter.

Earlier this week, LG began sales in the U.S. market of curved TVs that cost $15,000.

LG and Samsung Electronics Co., the world's two largest TV makers, have invested billions of dollars to make giant TVs with OLED screens, or organic light-emitting diodes, hoping to outclass the crispness and color saturation of other TVs. But there are still challenges to successful OLED mass production, accounting for their high price.

On the smartphone side, LG is set to introduce the latest iteration of its flagship Optimus G series phone globally by October. LG has not launched a new smartphone in the second quarter.

The G2 smartphone will be its first smartphone to have a debut event at Apple's home market. On Aug. 7, LG is announcing the G2 smartphone at the Lincoln Center in New York City.

LG said the G2 smartphone secured contracts with more global wireless carriers than its predecessors, including Verizon Wireless, which will help expand sales. Chief financial officer Jung Do Hyun said the company plans to spend big on marketing in the third quarter to promote the new phone as LG struggles to build premium brand in the mobile market.

The company needs a "mega hit smartphone to dramatically raise its profit," said So Hyun-chul, an analyst at Shinhan Investment Corp.

That is the same challenge facing other top smartphone makers.

While Apple and Samsung Electronics cashed in on the initial explosive growth in smartphone use, impressing consumers with new smartphones has become harder as top handset makers offer similar hardware features. Growth is stalling in developed countries where smartphone use has reached saturation point. Emerging markets are still growing but the demand is for cheaper phones that are less profitable for the handset makers.

LG said its second-quarter smartphone sales increased thanks to demand for middle-tier smartphones.

On Tuesday, Apple reported lower quarterly earnings for the second straight quarter as it increased sales of older, less expensive models of the iPhone instead of the latest version.

Detroit bankruptcy tests state pension protections

As the once-proud city of Detroit humbles itself in bankruptcy court, its financial future may hinge on this key question: Is the city obliged to its past? Or can Detroit renege on its promises to thousands of retirees for the sake of its present city services?

The legal question at the heart of Detroit's bankruptcy filing has never definitively been answered by the nation's highest courts. But it could become increasingly important as cities from coast to coast are grappling with shortfalls in pension funds that left unchecked could force cutbacks to police, firefighters and other essential city services.

A federal judge overseeing Detroit's bankruptcy case is to hold his first hearing Wednesday, as Detroit spars with its employees over whether state lawsuits from pension beneficiaries can proceed.

Some cities, like Detroit, are located in states where pension benefits are guaranteed in full according to state constitutions, statutes or court precedent. Yet Detroit's emergency manager is asserting that those guarantees go away in federal bankruptcy court, leaving retirees in the same pool as numerous other creditors who may get mere cents for each dollar they are owed.

"There's not a lot of previous case law that tells us what's going to happen here," said Paul Secunda, a Marquette University law professor who specializes in labor and benefits issues.

"It's not just an issue of bankruptcy law and pension law, it's also an issue of federalism," Secunda said. "Can a federal bankruptcy court basically ignore a state constitutional provision and allow a city like Detroit to ignore its previous promises concerning public employee pensions?"

The question matters because pensions pose a major liability for states, counties, cities, schools and other local governmental entities. A report released earlier this year by the Pew Charitable Trusts found that the nation's largest cities had a combined pension shortfall of almost $100 billion and an even larger shortfall in retiree health-care benefits as the nation's financial crisis peaked in the 2009 fiscal year.

Although municipal finances generally have improved since then, many local retirement plans remain on an unsustainable path, the Pew organization said.

Michigan Gov. Rick Snyder and Detroit emergency manager Kevyn Orr contend that retiree benefits should be able to be trimmed along with other debts to restore the city's finances. Detroit has about 21,000 retired workers who are owed benefits, with underfunded obligations of about $3.5 billion for pensions and $5.7 billion for retiree health coverage.

"There have to be concessions," Orr said earlier this week.

A similar situation is unfolding in Stockton, Calif., which entered bankruptcy in April after its property tax revenues were hit hard by the housing crisis. Stockton owes the California Public Employees' Retirement System about $900 million to cover pension promises, by far the city's largest financial obligation. The city already has tried to save costs elsewhere by slashing employment, cutting health benefits for current workers and limiting its police force to responding only to emergencies in progress.

Bond insurers contend that pension cuts should be part of Stockton's debt reduction plan to be submitted to a bankruptcy judge in September. Attorneys for the creditors argue that employees who benefited when economic times were good should have to share the pain now that times are bad.

But union representatives contend retiree benefits already have been earned and shouldn't be part of the discussion in bankruptcy court.

"It's essentially similar to salary ? you just don't reach inside somebody's savings account and take their pay back, nor should you reach inside their pension and deny them their pension benefits," said Steve Kreisberg, director of collective bargaining and pensions for the American Federation of State, County and Municipal Employees.

The legal arguments could center on two provisions of the U.S. Constitution ? Article 6, which declares U.S. laws to be supreme; and the 10th Amendment, which reserves for states all powers not constitutionally delegated to the federal government.

Laws governing local public employee pensions are one of those areas left to state control.

Federal bankruptcy laws also require states to grant permission before their local governments can file Chapter 9 municipal bankruptcy cases. Only about half the states have authorized municipal bankruptcy filings, and many of those have done so only in limited circumstances.

The question for courts is whether a state's pension laws take greater precedence because of their 10th Amendment powers, or whether states have essentially waived that right by agreeing to let cities to participate in federal bankruptcy proceedings.

"The cases in Stockton and Detroit are similar in that they will answer the question on how far the U.S. Bankruptcy Code goes and whether that trumps state law," said Karol Denniston, a San Francisco attorney who specializes in municipal restructuring and monitors bankruptcies across the nation. "There are a lot of cities watching how this plays out."

Other recent municipal bankruptcies provide only limited guidance.

Rhode Island lacked a pension-guarantee law similar to Michigan's when the city of Central Falls filed for bankruptcy in 2011. Under a settlement approved last year by a federal bankruptcy judge, some retired Central Falls workers took pension cuts of more than 50 percent. But the state created a fund to help offset some of those lost benefits.

The city of Vallejo, Calif., which filed for bankruptcy in 2008, had threatened to stop paying pension benefits, but an out-of-court settlement was reached that set no precedent on the issue.

If a federal bankruptcy judge in Detroit or Stockton overrules state laws against pension reductions, "we would have a constitutional crisis at that point," said Hank Kim, the executive director of the National Conference on Public Employee Retirement Systems, a trade association for public pension plans.

But it also could provide a path to financial stability for other troubled cities.

"It could potentially have a large impact in how these pension obligations get treated," Secunda said.

iOS is smoking rivals in mobile ad revenue

iOS Android Mobile Ad Revenues

Want to know why it?s less important for Apple to have the top overall market share for smartphone sales? It?s all about the value that iOS devices can produce for the company and new data from Opera?s global advertising network shows that iOS is very valuable indeed. The Next Web reports that Opera?s latest figures show that iOS devices generate almost half of all mobile ad revenue across its network while Android devices account for just 28% of all mobile ad revenues. Things are even grimmer for other mobile platforms, however: BlackBerry generates 5.4% of revenues, Symbian generates 1.6% of revenues and Windows Phone generates a mere 0.3% of revenues. The iPad is obviously a big part of Apple?s dominance in the mobile ad world, but even when you take it out of the equation, Apple?s iPhone still generates 36.5% of all mobile ad revenues, which is more than Android?s total market share for both phones and tablets.

Japan PM wins big in upper house vote, priorities in focus

By Linda Sieg

TOKYO (Reuters) - Japanese Prime Minister Shinzo Abe's ruling bloc won a decisive election victory on Sunday, cementing his grip on power but raising the possibility he could lose interest in difficult economic reform and shift focus to his nationalist agenda instead.

The win in the election for parliament's upper house gives the hawkish Abe a stronger mandate for his "Abenomics" recipe to revive the economy and sets the stage for the first stable government since popular Junichiro Koizumi left office in 2006.

But it also raises concern about him keeping his victorious party in line.

"The outcome of this election shows that the public wants politics that can make decisions and (a government) that can push forward policies," Abe told NHK public television.

The win spells a personal political redemption for Abe, who led his Liberal Democratic Party (LDP) to a humiliating defeat in a 2007 upper house poll in his first term as premier.

The ensuing parliamentary deadlock allowed the opposition to block legislation and led to Abe's resignation two months later. That "twisted parliament" has hampered policies for most of the six years since and led to a string of revolving-door leaders.

Abe, 58, who returned to power after a big win in December's lower house poll for his LDP and coalition partner New Komeito, reiterated that he would remain focused on fixing the economy with a mix of hyper-easy monetary policy, fiscal spending and a growth strategy including structural reforms.

"We've argued that our economic policies aren't mistaken, and the public gave us their support. People now want to feel the benefits. The economy indeed is improving," Abe said.

"We'd like to do our best to generate a positive cycle - in which job conditions improve and wages rise, boosting personal consumption and prompt companies to invest more - as soon as possible."

But concerns have already surfaced that the size of the LDP-led bloc's victory will weaken Abe's resolve for economic reform in the face of opposition to deregulation from LDP lawmakers with close ties to industries that would suffer from change.

"So far, Abe's opponents were opposition parties. But from now on, he might find himself having to fight with people within his own party," said Tomoaki Iwai, a political science professor at Nihon University in Tokyo.

"It is too early to tell if he can maintain his leadership as he did so far."

Critics also worry Abe will shift focus to the conservative agenda that has long been central to his ideology, and concentrate on revising the post-war pacifist constitution and recasting Tokyo's wartime history with a less apologetic tone.

Such a shift, along with moves to strengthen Japan's defense posture, would further fray ties with China and South Korea, where bitter memories of Japan's past militarism run deep. Tokyo is already engaged in tense territorial rows with Beijing and Seoul over tiny, uninhabited islands.

"One big question is how PM Abe wants to use this power he now has. Will he continue to focus on an economic agenda, or will be try to use the advantage on his pet projects like changing the constitution," said Takuji Okubo, chief economist at Japan Macro Advisors in Tokyo.

"Some people think, now that Abe has this very firm majority, both upper house and lower house, he might actually divert away from an economic agenda and spend his political capital on political issues," Okubo added.

OPPOSITION DRUBBING

Abe said more debate was needed to win public understanding on constitutional reform. "I would like to deepen proper debate in a calm and stable situation," he said.

Abe has declined to say whether as premier he will visit Tokyo's Yasukuni Shrine for war dead, where Japanese leaders convicted by an Allied tribunal as war criminals are also honored. A visit on the August 15 anniversary of Japan's defeat in World War Two would spark outrage in the region.

A Reuters poll showed Japanese firms generally wanted the LDP to win the election but they worry a landslide victory would allow Abe to prioritize nationalist policies over the economy, as critics say he did during his troubled 2006-2007 term.

Media projections showed the LDP and New Komeito would win more than 70 of the 121 seats up for grabs in the 242-seat upper house. With the coalition's uncontested 59 seats, that hands it a hefty majority, solidifying Abe's grip on power and raising the chances of a long-term Japanese leader for the first time since the reformist Koizumi's rare five-year term ended in 2006.

No election for either house of parliament need be held until 2016.

Exit polls showed, however, that the LDP fell short of winning an upper house majority in its own right for the first time since 1989, although it could put in a better performance than in 2001, when the party was led by the popular Koizumi.

The LDP and two smaller parties that back Abe's drive to revise Japan's pacifist constitution to legitimize the military looked to fall short of the two-thirds majority needed to take revisions of the charter to a public referendum, the exit polls showed. Those parties have two-thirds of the lower house seats.

Despite the LDP-led bloc's win, the party's pro-nuclear power stance is unpopular, and plans to restart reactors that have been off-line since the March 2011 Fukushima nuclear disaster could run into trouble.

Abe will also have to decide whether to go ahead with an increase in a 5 percent sales tax to 8 percent next April, the first stage in a planned doubling of the levy to rein in Japan's massive public debt.

Finance Minister Taro Aso told a G20 meeting in Moscow on Saturday the tax increase would be implemented but Abe said he wanted to decide later in the year whether to go ahead.

The main opposition Democratic Party of Japan, which surged to power in 2009 to end more than half a century of almost non-stop LDP rule only to be ousted last year, suffered its biggest drubbing since its founding in 1998. Exits polls showed the party winning 21 or fewer seats.

"Given that this government is getting a big mandate out of what seems to be a low turnout, it's not like there's a popular enthusiasm strongly behind Abe," said Kochi Nakano, a political science professor at Sophia University.

"It's sort of an empty victory that's exaggerated both by the electoral system and because of the low turnout, so we can talk about the crisis of Japanese democracy. It's unhealthy for any parliamentary democracy not to have opposition that would keep the government in check."

Seychelles president Michael meets with president of the United Nations General Assembly

Seychelles President James Michel met with the President of the United Nations General Assembly, Mr. Vuk Jeremic at State House this afternoon. Mr. Jeremic is in Seychelles to address the AIMS Regional Preparatory Meeting for the Third International Conference on Small Island Developing States (SIDS).

President Michel congratulated Mr. Jeremic on his dynamic presidency of the UNGA during the last year, where the interests of the developing world were often brought to the forefront of its discussions.

"Thank you for championing the cause of Small Islands Developing States and for the support you have given us in the AIMS Regional Preparatory Meeting. This will make a difference in the agenda which is set for the Samoa conference, and further promote our common aims for sustainable development, "said the President.

Mr. Jeremic said that the conference is timely and will provide an opportunity for SIDS to make their voices heard and ensure they have a constructive and active role in the development agenda in the UNGA.

" We will be discussing the post-2015 development agenda currently being developed in the United Nations, and in particular the priorities of the small island states.... We discussed how these priorities can be integrated in the broader goals of the international community," said Mr. Jeremic.

The President of the UNGA commended Seychelles for the progress it has made in its economic and social development, and added that Seychelles is making a strong impact with its work within the United Nations system.

"Seychelles is a small country but a very visible country in the international community...I think the Seychelles balanced very well the interests of various countries, like in the fight against piracy.... in development issues, renewable energy and the blue economy.... You do have a good image in the United Nations," said Mr. Jeremic.

Mr. Jeremic added that in the UN General Assembly each country has one vote, and by grouping together to form a common position on issues that are their priority, small island states, which are large in numbers, therefore have a serious negotiating power in the United Nations. Furthermore, Mr. Jeremic expressed his confidence that the Seychelles bid for a non-permanent seat on the UN Security Council 2017-2018 term would be successful in the vote in 2016.

? Vuk Jeremi? was elected President of the sixty-seventh session of the United Nations General Assembly on 8 June 2012. At the time of his election, he was serving as Minister of Foreign Affairs of the Republic of Serbia, an office he held starting on 15 May 2007. He ends his term in the UNGA in mid - September 2013.
? Present at the meeting were; Minister for Environment and Energy, Professor Rolph Payet, the Secretary of State in the Ministry of Foreign Affairs, Ambassador Barry Faure, the President's Diplomatic Adviser, Ambassador Callixte d'Offay, as well as the UNGA President's Chef de Cabinet, Mr. Zdravko Pono?.

(AP) ? Caleb Gindl hit his first career home run in the bottom of the 13th inning and the Milwaukee Brewers beat Miami 1-0 on Sunday, shutting out the punchless Marlins for the third consecutive game.

Miami has gone a club-record 37 innings without a run, the longest drought by a major league team in 28 years. The Houston Astros were held scoreless for 42 consecutive innings in July 1985, according to STATS.

The Marlins haven't scored since Derek Dietrich drove in two runs in the fourth inning of a 5-2 loss in 10 innings to the Washington Nationals on July 14.

Sunday's game was the longest scoreless game in the majors since Boston won 1-0 in 16 innings at Tampa Bay on July 17, 2011.

The Brewers were the last team in the majors to produce a shutout this season, but now have eight in the team's past 31 games. While the Marlins have been blanked 12 times.

James Woods Slams Obama Trayvon Martin Speech On Twitter

James Woods went on a bit of a Twitter rant after President Obama yesterday addressed Trayvon Martin?s death and the George Zimmerman not-guilty verdict.

The president?s speech apparently did not sit well with the Emmy-winning and Oscar-nominated actor in the context of economic issues.

During the course of his remarks about the controversial Florida case in which the Hispanic neighborhood watchman was acquitted of second degree murder and manslaughter, the president said ?And there are very few African-American men who haven?t had the experience of walking across the street and hearing the locks click on the doors of cars. That happens to me, at least before I was a senator.?

This portion of Obama?s address prompted the actor to tweet ?The only reason people lock their car doors when Obama walks by is they are afraid he?ll tax them to death.?

Among other things, Woods also asked on Twitter if the president could offer advice to other teenagers in America such as those injured in the line of duty while serving in the military (i.e., wounded warriors). Woods also insisted that jobs and skills training were among the best ways to address social problems in the country rather than reliance on a bloated welfare state.

Woods, 66, caused quite a stir on social media recently in connection with his social life. He recently ended his seven-year relationship with 26-year-old Ashley Madison and is now dating 20-year-old Kristen Bauguess who reportedly has had some recent run-ins with the law.

Known for playing many intense, over-the-top characters, James Woods has 134 entries at IMDB for acting roles and several entries for producing, directing, and writing.

Woods has claimed that he had an encounter with what he believes are some of the the 9/11 hijackers when they were doing a trial run on a flight from Boston to Los Angeles in August 2001. He reported it to law enforcement authorities at that time, but the FBI apparently never followed up.

Google plans on implanting chip in your brain

    [...]

Scott Huffman, Google?s engineering director, says the company?s intention is to ?transform the ways people interact with Google?. That means having conversations similar to those you would have with humans. No longer will we have to go to ?settings? to recalibrate our devices ? we will simply order them to make the desired changes. And those devices will not be in our pockets ? but all around us in every room.

?If you look back 10 years there was a computer on my desk and today there?s a computer in my pocket and it still has a screen and a keyboard,? says Huffman.

?But fast forward a bit and? I think there is going to be a device in the ceiling with microphones, and it will be in my glasses or my wristwatch or my shirt. And like the Google Glass it won?t have a keyboard? you just say ?OK Google, blah-blah-blah? and you get what you want.?

Where will it end? Gomes agrees that a chip embedded in the brain is far from a sci-fi fantasy. ?Already people are beginning to experiment with handicapped people for manoeuvring their wheelchairs,? he says. ?They are getting a few senses of direction with the wheelchair but getting from there to actual words is a long ways off. We have to do this in the brain a lot better to make that interaction possible. We have impatience for that to happen but the pieces of technology have to develop.?
