'Is there a doctor on board? Travelers play valuable role assisting crew in common medical emergencies on flights

May 29, 2013 ? Medical emergencies during commercial airline travel can be a frightening experience, but most situations are well-treated by other passengers and flight attendants, in collaboration with consulting physicians on the ground. A University of Pittsburgh study to be published in the May 30 issue of the New England Journal of Medicine found that doctors, nurses and other medical professionals on the aircraft helped to treat sick fellow passengers in three-fourths of the emergencies studied.

Led by Christian Martin-Gill, M.D., M.P.H., assistant professor of emergency medicine, Department of Emergency Medicine, University of Pittsburgh School of Medicine, the study examined records of in-flight medical calls from five domestic and international airlines to UPMC's STAT-MD Communications Center, a 24-hour, physician-directed medical command center, from Jan. 1, 2008, through Oct. 31, 2010. Although not required to by the Federal Aviation Administration (FAA), many airlines use a medical communications facility to consult with physicians on the ground. STAT-MD handled 11,920 in-flight medical calls during the study period. The most common in-flight problems reported were syncope (fainting) or near-syncope, respiratory symptoms, nausea or vomiting, and cardiac symptoms.

Physician passengers provided medical assistance in nearly half of those calls, according to the researchers. Other medical professionals, such as nurses and emergency medical technicians, provided help in another 28 percent of the calls. Flights were diverted to alternate destinations because of medical concerns in only 7.3 percent of the incidents.

Most of the passengers who were treated in-flight had favorable outcomes. According to data for nearly 11,000 of those patients, 25.8 percent were transported to a hospital by emergency medical services; 8.6 percent were admitted, and 0.3 percent died, either on board the aircraft or upon transport to the hospital. The most common causes for admission to a hospital were stroke, respiratory and cardiac symptoms.

The study found that most calls could be managed by the flight attendants, who are trained in emergency protocols and have access to an FAA-required emergency medical kit, along with medical volunteers in the majority of cases. In these cases, ground-based physician consultants provided additional guidance, including use of specific medications in the kit, and assisting the pilot and crew in making decisions regarding need for diversion of the aircraft.

"We wanted to provide a description of the type of emergencies commonly treated on an aircraft, identify the outcomes of these patients and provide an understanding of the treatment capabilities available on the aircraft in the medical kit and through experts on the ground," said Dr. Martin-Gill.

The researchers suggest physicians and others obtain a basic knowledge and awareness of the resources available to them in this unfamiliar and cramped setting to be effective volunteers during an in-flight emergency.

"Commercial air travel is generally safe, and in-flight deaths are rare," said Dr. Martin-Gill. "We hope to look more closely at the most common conditions and which ones require follow-up care so we can better tailor treatment recommendations for passengers."

Goff says Canada?s wireless players are benefiting from an improving macro environment, and revenue outlooks are also improving because of accelerated data usage. He says that because mobile data usage is rising, spectrum has become increasingly valuable and yesterday?s deal builds on Rogers? previously announced option to acquire Shaw?s AWS spectrum in Western Canada and boost its spectrum holdings ahead of the 700 Mhz auction that will take place later this year.

In a research update to clients this morning, Goff maintained his BUY rating and $58 one-year price target on Rogers Communications, a target that implies a 25% return, as shares of Rogers on the TSX closed today down .4% to $47.73.

Goff says Rogers will derive almost two-thirds of this year?s forecast EBITDA from wireless. This is on par with Telus, but much higher than competitor BCE, who will draw just 25% of this year?s EBITDA from the increasingly lucrative space.

HEMPSTEAD, Texas ?-(Ammoland.com)- One of the top IDPA shooters in the world, Brandon Wright of Team ITI, captured the Stock Service Pistol division title this Memorial Day weekend at the Lone Star State?s premier IDPA competition, the?Comp-Tac?Republic of Texas Championship.

Wright won five of 10 stages within the division, with two of those stage wins topping the entire field of over 200 competitors, and edged out his nearest competitor by 3.49 seconds with his final time of 152.01 seconds. Wright finished the match with 24 points down.

?Brandon is one of IDPA?s strongest competitors and with national and state titles to his credit, ranked among the very best in the sport. His performance this weekend at the Comp-Tac Republic of Texas Championship shows once again why he?s such a formidable competitor on the range,? said Joyce Wilson, executive director of IDPA.

Second place in SSP went to Chris Keller who took first Master with at time of 155.50 seconds and 28 points down. Keller also had five stage wins with two recorded as overall wins. Adam Sills won first Sharpshooter with 229.27 (36) while Clark Coneby captured first Marksman and High Junior with 220.20 (38). Braden Bergman, a Novice class competitor, finished with 392.33 (109). Charla Scott, an Expert class shooter, won the High Lady title with 287.24 (55), and Pedro Chapa, a Marksman, took home High Military with 328.73 (71).

Colorado marijuana regulations signed into law

(AP) ? A set of laws to govern how recreational marijuana should be grown, sold and taxed was signed into law Tuesday in Colorado, where Democratic Gov. John Hickenlooper called the measures the state's best attempt to navigate the uncharted territory of legalized recreational pot.

The laws cover how the drug should be raised and packaged, with purchasing limits for out-of-state visitors and a new marijuana driving limit as an analogy to blood alcohol levels. Hickenlooper didn't support marijuana legalization last year, but he praised the regulatory package as a good first crack at safely overseeing the drug.

"Recreational marijuana is really a completely new entity," Hickenlooper said, calling the pot rules "commonsense" oversight, such as required potency labeling and a requirement that marijuana is to be sold in child-proof opaque packing with labels clearly stating the drug may not be safe.

Colorado voters approved recreational marijuana as a constitutional amendment last year. The state allows adults over 21 to possess up to an ounce of the drug. Adults can grow up to six plants, or buy pot in retail stores, which are slated to open in January.

The governor said Tuesday he believes the federal government will soon respond to the fact that Colorado and Washington state are in violation of federal drug law. But Hickenlooper didn't have a specific idea of when.

"We think that it will be relatively soon. We are optimistic that they are going to be a little more specific in their approach on this issue," Hickenlooper said. Pressed for details, the governor jokingly referred to unrelated scandals surrounding the U.S. Department of Justice.

"They've been kind of busy," Hickenlooper said.

Colorado's new marijuana laws include buying limits for out-of-state visitors. Visitors over 21 would be limited to one-fourth of an ounce in a single retail transaction, though they could legally possess the full ounce.

Colorado laws attempt to curb public use of marijuana by banning its sale in places that sell food and drink that aren't infused with the drug, an attempt to prevent Amsterdam-style pot cafes. Food laced with the drug also would have to be to-go orders.

Colorado's laws also include a first-in-the-nation requirement that marijuana magazines such as High Times be kept behind the counter in stores that allow people under 21. That provision has prompted promises by attorneys representing at least two publications to challenge the restriction, which would treat pot magazines similar to pornography.

Besides the magazine restriction, Colorado's laws differ in several more ways from proposed marijuana regulations pending in Washington state. Colorado makes no attempt to ban concentrated marijuana, or hashish, unlike Washington. Colorado also has different possession limits on edible marijuana. Colorado also is planning a brief grandfather period during which only current medical marijuana business owners could sell recreational pot.

Both states are poised to require all pot-related businesses to have security systems, 24-hour video surveillance and insurance. One of the Colorado laws signed Tuesday gives state pot businesses a chance to claim business deductions on their taxes, something currently prohibited because the industry is illegal under federal law.

Colorado's laws also propose a series of new taxes on the drug. If voters agree this fall, recreational pot would face a 15 percent excise tax, with the proceeds marked for school construction. There would also be a new recreational pot sales tax of 10 percent, in addition to regular statewide and local sales taxes. The special sales tax would be spent on marijuana regulation and new educational efforts to keep the drug away from children.

"Public safety and the safety of our children were at the forefront of our minds," said Sen. Randy Baumgardner, R-Hot Sulphur Springs, the sponsor of some of the pot bills.

Lawmakers and a few dozen marijuana legalization activists on hand to see the pot bills signed into law agreed that marijuana laws will see many changes in coming years if the federal government doesn't intervene.

"We are going to be talking about marijuana in the state of Colorado for some time," predicted Rep. Mark Waller, R-Colorado Springs, a sponsor of the stoned-driving law.

Mason Tvert, spokesman for the national legalization advocacy group the Marijuana Policy Project, predicted a lot of states will watch to see how recreational pot regulation works in Colorado and Washington.

"We can regulate the sale of alcohol in a responsible manner, and there's no reason we can't regulate the sale of something objectively less harmful ? marijuana," Tvert said.

Different types of psychotherapy have similar benefits for depression

May 28, 2013 ? Treatments for depression that don't involve antidepressant drugs but rather focus on different forms of talking therapy (referred to as psychotherapeutic interventions) are all beneficial, with no one form of therapy being better than the others, according to a study by international researchers published in this week's PLOS Medicine.

These findings are important as they suggest that patients with depression should discuss different forms of non-drug therapy with their doctors and explore which type of psychotherapy best suits them.

The researchers, led by J?rgen Barth from the University of Bern in Switzerland, reached these conclusions by reviewing 198 published studies involving over 15,000 patients receiving one of seven types of psychotherapeutic intervention: Interpersonal psychotherapy, behavioural activation, cognitive behavioural therapy, problem solving therapy, psychodynamic therapy, social skills training and supportive counselling.* The authors compared each of the therapies with each other and with a control -- patients on a waiting list or continuing usual case -- and combined the results.

The authors found that all seven therapies were better at reducing symptoms of depression than waiting list and usual care and that there were no significant differences between the different types of therapy. They also found that the therapies worked equally well for different patient groups with depression, such as for younger and older patients and for mothers who had depression after having given birth. Furthermore, the authors found no substantial differences when comparing individual with group therapy or with face-to-face therapy compared with internet-based interactions between therapist and patient.

The authors say: "We found evidence that most of the seven psychotherapeutic interventions under investigation have comparable effects on depressive symptoms and achieve moderate to large effects vis-?-vis waitlist."

They continue: "All seven psychotherapeutic interventions achieved a small to moderate effect compared to usual care."

The authors add: "Overall, we found that different psychotherapeutic interventions for depression have comparable, moderate-to-large effects."

Notes:

*"Interpersonal psychotherapy" is short and highly structured, using a manual to focus on interpersonal issues in depression.

"Behavioral activation" raises the awareness of pleasant activities and seeks to increase positive interactions between the patient and his or her environment.

"Cognitive behavioural therapy" focuses on a patient's current negative beliefs, evaluates how they affect current and future behaviour, and attempts to restructure the beliefs and change the outlook. "Problem solving therapy" aims to define a patient's problems, propose multiple solutions for each problem, and then select, implement, and evaluate the best solution.

"Psychodynamic therapy" focuses on past unresolved conflicts and relationships and the impact they have on a patient's current situation.

In "social skills therapy," patients are taught skills that help to build and maintain healthy relationships based on honesty and respect.

"Supportive counselling" is a more general therapy that aims to get patients to talk about their experiences and emotions and to offer empathy without suggesting solutions or teaching new skills.

The summer monsoon that dumps rain on an otherwise-arid American Southwest may grow stronger as the climate warms, suggests a study of the region?s monsoon patterns of the last millennium. ?

Across the Northern Hemisphere, monsoons ? winds that change directions seasonally, altering rainfall ? could intensify, the team reports May 27 in the Proceedings of the National Academy of Sciences.

The results complement recent observations and simulations of monsoon activity, says Pang-chi Hsu, a climate scientist at the University of Hawaii at Manoa, who was not involved in the work. ?We do see enhanced Northern Hemisphere monsoons over the recent decades, from the 1970s.?

In many regions, farmers and others depend on summer monsoons to deliver more than half the year?s rain. The researchers can?t say whether stronger monsoons will result in more water overall for these areas, says coauthor Yemane Asmerom, a geochemist at the University of New Mexico in Albuquerque. Warmer air holds more moisture, which leads to more rain. But, he says, warmer temperatures also increase evaporation in dry places such as the Southwest.

One outcome of stronger monsoons could be fewer but heavier fits of rain, which could unleash flash floods, says climate scientist Andy Turner of the University of Reading in England. But local factors will probably cause regional differences in monsoon. For example, he says, the concentration of soot and other aerosols or land surface features might weaken monsoons in some areas, offsetting some of the strengthening caused by warmer temperatures.

In the new study, Asmerom and colleagues analyzed a stalagmite from Bat Cave in New Mexico?s Carlsbad Caverns. Such cave formations are archives of past climate. New layers grow each year as water dripping into the cave evaporates, allowing dissolved minerals to crystallize. In arid regions, the thickness of these layers corresponds with how much moisture was present, Asmerom says. The chemistry in the layers of these cave formations also reveals whether a year was relatively wet or dry.

To see how the North American monsoon over the last 1,400 years compared with monsoons elsewhere, the team looked at other cave formations and sediments that record changes in the East Asian and West African monsoons over the same period. Then they matched up monsoon activity with records of temperature in the Northern Hemisphere and North Atlantic Ocean. A striking pattern emerged: Over long timescales of multiple decades and centuries, all three monsoons behaved similarly. Warm temperatures made the monsoons wetter while cold temperatures dried them out. During an extended cold period known as the Little Ice Age, for instance, the entire Northern Hemisphere appears to have suffered a ?superdrought? that lasted from 1350 to 1650, the team found.

But on shorter timescales, monsoon activity was more erratic from year to year. That?s because of regional differences and natural patterns of short-term climate variability, Asmerom says.

The researchers also found a connection between solar activity and the monsoons. Weaker monsoons and droughts often corresponded with periods of when the amount of solar radiation reaching the planet was low. The relationship between solar output, temperature and monsoon strength is probably a complicated one, Asmerom says. ?How that whole thing works, we don?t know.? But, he says, compared with the sun?s activity, warming caused by high concentrations of greenhouse gases will likely have a larger effect on future monsoons.

Insight: The maverick challenging Spanish politics

MADRID (Reuters) - Spain's rising political star is a 61-year-old former Socialist whose message of changing the system from within is drawing voters in despair at economic ruin and official corruption in the euro zone's fourth biggest economy.

Lacking the raucous anti-establishment appeal of Italy's Beppe Grillo and Greek leftist hero Alexis Tsipras, Rosa Diez relies on sharp debate to deliver her reform message to a country pushed to the brink by the euro zone debt crisis.

Diez split from the Socialist party six years ago and formed the centrist Union for Democracy and Progress, or UPyD.

Polls show she is Spain's most highly regarded politician at a time when a quarter of workers are out of a job and public disenchantment with the political class is rising, as is the caseload of judges investigating allegations of official graft.

Projections by Metroscopia polling firm show that if elections were held now, Diez's party could take as many as 30 seats in the 350 seat parliament, up from five at present.

The former Communists the United Left could quadruple its presence to 48 seats, perhaps forcing one of Spain's two main political forces, the socialists or the centre-right People's Party, to form a coalition government for the first time.

Although the bigger parties will expect to win back support during campaigning for the 2015 vote, the growing impact of smaller parties is bringing about a dramatic and permanent change in the political landscape.

"The two-party system has suffocated democracy and people know that. A huge majority of Spanish citizens want a radical change in the political system," Diez said in an interview with Reuters.

She cultivates a maverick image - an asymmetrical haircut and each fingernail painted a different color - but her politics are far from revolutionary. She defines herself as a social-liberal who endorses free-market economics.

SPANISH EXCEPTION

When Spain returned to democracy in the 1970s after Francisco Franco's dictatorship, the electoral system was set up to guarantee stability by limiting proportionality and favoring two major parties.

Over the past 36 years the People's Party - which currently has an absolute majority in parliament - and the Socialists carved up power and controlled everything from savings banks to the justice system. To pass laws they counted on votes from nationalist parties from the wealthy Basque and Catalan regions, which received extensive self-governing powers in return.

The challenge to that long-running status quo in Spain reflects political upheaval all over Europe, where populists and extremists have tapped into public rejection of austerity measures, immigration, recession and unemployment.

In Britain, a far-right campaign to leave the European Union has gained ground; comedian-turned-activist Grillo has became a major force in Italy; and in Greece radical leftists and ultra-nationalists are growing in influence.

The economic picture in Spain is among the bleakest after a construction boom turned to bust, draining the banks and pushing up corporate insolvencies. Unemployment is around 27 percent. Madrid sought 42 billion euros in international assistance last year to put the financial system on an even keel.

But while the rise of smaller parties has meant destabilizing fragmentation and shaky coalitions in countries such as Italy and Greece, in Spain the recent shadow of fascism means there is little appetite for extremism.

Here, the increased weight of alternative voices could be a sign of maturing democracy, some observers say.

"It's going to be very difficult for the two big parties to recover legitimacy. Governing will be more difficult in the future but I'm skeptical of an Italian scenario. Spaniards are wary of extremism," said Antonio Barroso, a London-based political analyst at Teneo Intelligence, an advisory firm.

Diez's father was imprisoned for his political beliefs under Franco and she says she was "nursed on politics."

After Franco died and Spain finally held elections - in 1977 - Diez said "it was only logical" for her to run for office. She has been in politics ever since.

Still, she has managed to paint herself as an outsider and draw support from both the left and the right for her pro-European views and centrist line. She defines herself as a social-liberal who endorses free-market economics, progressive individual liberties and a social safety net.

"I voted for her because she's very charismatic. She's daring and different and I thought she would break barriers and do different things. I was totally disappointed with the two main parties," said Jose Miguel Delgado, 47, an industrial technician.

RECKLESS BANKS

Diez has tapped into public outrage over the costly bailout for banks that loaned recklessly during the real-estate boom.

"She has a great nose for social change and is able to convert that into party ideology," says a political rival who has worked with her in parliament for many years.

Diez's party has brought a lawsuit against former board members of Bankia, a major Spanish bank that almost collapsed last year and received the biggest bailout in the country's history.

The rescue came just as the government was cutting spending on hospitals and schools and rising numbers of Spaniards were out of work, defaulting on their mortgages and losing their homes.

The People's Party (PP) has seen its support dwindle to some 29 percent from 45 percent in the last elections as Prime Minister Mariano Rajoy takes unpopular economic measures. His credibility was also damaged by allegations that high-level executives in his party channeled cash donations from business leaders to party leaders. A judge is investigating the charges.

PEOPLE'S HERO

Spaniards are turning not only to alternative political leaders like Diez and Lara. They are also increasingly involved with social movements.

A new hero to many is Ada Colau, 39, leader of an activist group called the Mortgage Victims Platform that helps jobless mortgage defaulters fight the banks. Last year 39,000 families left their homes because of mortgage problems. Of those almost 3,000 were forcibly evicted.

Barcelona-based Colau, frequently seen on television at protests outside banks, says a sign of the impact her group has had is that a director at one of Spain's biggest banks consulted with the Platform on an affordable housing proposal.

The Platform has an approval rating of 71 percent, according to a recent opinion poll, while politicians in general are the very lowest rated institution in all of Spain, with a disapproval rating of 93 percent.

The influence of the Platform has alarmed the PP government.

PP Secretary General Maria Dolores de Cospedal accused the Platform of demagoguery and said they should legitimize themselves by forming a political party, an idea Colau rejects.

"People stop me on the street and ask me to run for office," Colau told Reuters. "But if I did, the only thing I'd be able to do every now and again would be to have a tantrum in Parliament. I'd have much less influence than I have now."

LIMITED ROLE

Diez, meanwhile, enjoys a high profile due to her weekly show-downs with the prime minister in televised parliamentary debates. Spaniards gave Diez a grade of 3.96 in a survey this month by Metroscopia. Premier Rajoy got a grade of 2.44, while Socialist leader Alfredo Perez Rubalcaba got a 3.00, and no politician beat Diez.

While she's well-regarded now, she may find it hard to maintain a simultaneous role as rebel and political operator.

Critics say Diez's rise will be limited by her focus on returning powers to the central government that have been ceded to regional governments in Catalonia and Basque Country, and by a lack of detail in her economic policy.

Diez rejects the criticism, pointing to her initiatives to shut down public companies and unnecessary institutions, simplify employment contracts to make hiring and firing cheaper for corporations, and standardize business rules across Spain.

She does acknowledge it will be difficult for her party to break into the big time unless Spain reforms election laws that make it hard for minority parties to get representation anywhere except the largest cities, Madrid and Barcelona.

Experts are skeptical there is any political will to overhaul the electoral system and destroy the PP and Socialist power bases in local governments around the country.

"If you have a society in which most people are benefiting from protectionism or favours from the political system, it's very difficult to see how that same system is going to remove those," said Dr. Jonathan Hopkin, a politics expert at the London School of Economics.

One arena where the UPyD and the United Left can both shine is in European Parliamentary elections next year, where they are expected to gain significant numbers of seats because that vote is run on a strictly proportional basis.

Prosecutor: Bombs hidden in bedroom linked to Ore. school plot

A 17-year-old student in Albany, Ore., built several bombs and had a detailed plan ? including checklists and diagrams ? as part of a Columbine-style plot to attack West Albany High School, a local prosecutor says.

No motive has yet been made public, but Benton County District Attorney John Haroldson said authorities on Friday found six kinds of explosives ? including napalm bombs, pipe bombs, drain-cleaner bombs, and Molotov cocktails ? in "a secret compartment that had been created in the floorboards" of the teen's bedroom. The teen, Grant Acord, sought to make his attack bigger than Columbine, Mr. Haroldson said.

The alleged plot is just the latest example of how the Columbine massacre continues shape school safety 14 years later.

Not only does the plot suggest that would-be attackers continue to draw inspiration from Eric Harris and Dylan Klebold, who killed 12 students and a teacher at Columbine High School in Littleton, Colo., before committing suicide on April 23, 1999. But it also points to how such plots have been repeatedly foiled.

Authorities say they received a tip. Albany police became suspicious after they "received information that associated ... Acord with manufacturing a destructive device with the intent of detonating it at a school," Haroldson said, according to a CNN report.

With students more alert for signs of potential attacks post-Columbine, tips have been crucial to preventing more Columbines.

  • In 2001, A suspicious note passed along by a friend led police in Elmira, N.Y., to find a high-school senior in the cafeteria with a pistol, 18 bombs, and a sawed-off shotgun, according to media reports.
  • Three years later, a tip about an Internet chat in which a student said he was planning to attack his school led to a stash of found stolen weapons, an AK-47, and Nazi literature in the student's house in Clinton Township, Mich., reports say.
  • Tips also led to the discovery of Columbine-style plots in Tampa, Fla., in 2011, and in Utah last year.

In the Utah case, the suspect actually went so far as to visit Columbine High School and interview the principal.

?To go as far as to interview the principal and physically go there ? sends a message that they were extremely committed to doing something,? Kenneth Trump, president of National School Safety and Security Services in Cleveland told the Monitor at the time.

In Oregon, Grant will be charged as an adult with aggravated murder, Haroldson said. He will also face charges related to bombmaking.

?This was a very methodical process,? said Haroldson, according to a report in The Oregonian. ?He took time to even get to this point.?

The evidence gathered by police, which includes "diagrams, checklists, a plan to use explosive devices, and firearms to carry out a plan specifically modeled after the Columbine shootings" shows "intent and plans to carry out a deadly assault on a target-rich environment," he said.

Haroldson did not say when Grant planned to carry out the attack, according to ABC, but added: "I can't say enough about how lucky we are that there was an intervention. When I look at the evidence in the case, I shudder to think of what could have happened here."

Grant was arrested at his home Thursday.

Police say they have searched the school and found no devices, though a Reuters report said they are following up the initial search more thoroughly to make sure students can return to school after the Memorial Day vacation.

Madden's TV Offer is the Deal That Dares Not Speak Its Name - Kotaku

Last week, Madden NFL 25 announced an "Anniversary Edition" that at first didn't seem like it had much to offer. Then word started to circulate in an officially unofficial way that a promo code could be used to watch DirecTV's Sunday Ticket NFL broadcast on a PC, with or without signing up with the satellite provider.

Well, this being Madden, this being big bad Electronic Arts and, more relevantly, this being the NFL and its less-than-consumer-friendly TV policies, few believed it. After all, the official news release doesn't straight up say this is how you can use the offer, which seems to be more about giving a discount toward a DirecTV subscription. The code, which gives Sunday Ticket access on PC, tablet or mobile phone, is referred to more or less as an alternative for those who cannot receive DirecTV service. Considering DirecTV has 35 million subscribers, there would seem to be few in America who can't get it, but it's true in the case of dorm rooms and some apartment buildings where you can't mount a dish.

So, through the past week word spread that this was going to be a screwjob. You'd buy a hundred-dollar Madden and be unable to use the thing you really wanted because DirecTV would know, by zipcode or IP address or whatever, that its service was available to you.

I'm not ordinarily in the business of policing special edition offers but this one, being enticing to me on a personal level (I have no cable or satellite TV but watch a ton of sports over the Internet), was interesting enough I went to the man putting his name on this unofficially official offer: Anthony Stevenson, Madden's top marketer.

I asked Stevenson if I could use this code to watch Sunday Ticket on my iPad even if I had no intention of signing up with DirecTV.

"There is a unique code in every single anniversary edition, and that code will entitle you to the 17-week full-season trial on PC, tablets and mobile devices," Stevenson said, and I started grinding my teeth.

Why can't we get a simple yes or no?

"We absolutely understand there is some confusion with the language, and how it is written," he said. "To bring this great deal to life?it's very complex and complicated, involving the NFL and its television partners, and DirecTV. The reason is because everyone's interests have to be protected and this has to be written in a certain way."

There's a lot of reading between the lines here. So I'll say what Stevenson could not above: Sunday Ticket is not a thing greatly loved by networks that have paid billions-with-a-b to broadcast Sunday afternoon games. To straight-up invite people to ditch a television set altogether and watch this stuff online, while it may be within the terms of DirecTV's deal with the NFL, is a provocation to its biggest licensing partners. Hence the unofficially-official offer, and the heavily lawyered wording of the news release and the line Stevenson must toe.

The "unable to get DirecTV service" thing is just a fig leaf that allows DirecTV to put out this service, and then let you figure out how to exploit it. You self-select whether or not you have DirecTV access. Protip: Say you do not. Really, how is it going to know? It doesn't matter if there's a contractor in the area to connect you. Maybe you have a landlord that won't allow you to mount a dish to the house you rent.

This is how it works when you use the Sunday Ticket app on the PlayStation Network (note: This offer does not give you access to the PS3's app.) Sunday Ticket on a mobile device is otherwise only possible if you sign up for the deluxe "Sunday Ticket Max" package, which requires a DirecTV subscription. This is a code that essentially breaks off that feature and gives it to you for $40 above Madden's cost.

Madden special editions have been, candidly, kind of a snooze up to now. They get a different, sometimes prettier cover and some exclusive in-game content, usually for the Ultimate Team mode (and there's a bunch of that in the Anniversary Edition, too.) This, though, has legitimate value. I almost pulled the trigger on getting Sunday Ticket on the PS3 last year, but didn't, because I work weekends and my lone TV is in a room well away from my office. That changes if it's on my iPad here at my desk. No extra TV, no cable or satellite subscription.

So, I'm going in on this, even if I get a copy of Madden free in advance to review. And if I get screwed, well, I know where Anthony works and what he looks like. I'll say hello for you.

(AP) ? President Barack Obama visited tornado-devastated Moore, Okla., Sunday, consoling people staggered by the loss of life and property and promising that the government will be behind them "every step of the way."

"I'm just a messenger here," the president said, saying "folks are behind you" across America. He offered moral and monetary support in the wake of the monstrous EF5 tornado that killed 24 people, including 10 children, last Monday afternoon.

Standing with Gov. Mary Fallin and other state and federal officials, Obama noted a substantial rebuilding job ahead and said that "our hearts go out to you."

"This is a strong community with strong character. There's no doubt they will bounce back," he said. "But they need help."

The White House said the Federal Emergency Management Agency has already provided $57 million in rebates and incentives to help build about 12,000 storm shelters in Oklahoma. "These storm shelters can be the difference between life and death," presidential spokesman Josh Earnest told reporters accompanying Obama to Oklahoma on Air Force One.

For Obama, Sunday's visit had an all-too-familiar ring.

Only five months into his second term, he has traveled to the northeast to console people in the wake of the Boston Marathon bombing, and visited Connecticut and Arizona to comfort people traumatized by shooting rampages. He also has undertaken his consoler-in-chief role at the site of plant explosions and mine disasters, not to mention a series of natural disasters including Joplin, Mo., and the Jersey Shore, which was heavily damaged by Superstorm Sandy last year.

Once on the ground, Obama urged the American people to make contributions, saying the damage was "pretty hard to comprehend."

Shortly after his arrival on a partly cloudy day, Obama rode past grassy fields strewn with scattered debris, witnessing devastation so awesome that it appeared as if garbage had literally rained from the sky. His first stop was the demolished site of the Plaza Towers Elementary School, where seven students were killed when the tornado turned the one-story building into a heap of bricks, broken concrete and twisted metal.

"I know this is tough," he told superintendent Susie Pierce as he gripped her hand. As he walked, the demolished school was on his left and on his right, homes as far as the eye could see were reduced to piles of rubble. Vehicles were turned upside down and toys like a pink doll carriage and children's books were strewn with furniture and ripped out wall insulation. Every tree had been stripped of its leaves and bark.

Obama at one point joined the Lewis family, which lost their home behind the school. He said the important thing was that they survived and could replace their things.

"What a mess," he told their son Zack, a third grader at the shattered school. Zack's father, Scott, ran into the school just before the storm hit and ran with his terrified son back to their home's storm shelter.

"You've got some story to tell," Obama told the boy. "This is something you'll remember all your life."

Obama later met privately with victims' families at Moore Fire Department Station (hash)1, which has turned into a command center with dozens of first responders sitting at folding tables where fire trucks are normally parked. Obama marveled that they saved so many lives "given the devastation."

"I know this is tough," he told superintendent Susie Pierce as he gripped her hand.

As he descended the stairs upon landing at Tinker Air Base near here, Obama was greeted first by Fallin, who had said earlier she appreciated the visit, but that her state also needed quick action from FEMA.

The Republican governor said that so far, the agency has done a great job of speeding relief and cash assistance to affected families, but said she's concerned about the long run.

"There's going to come a time when there's going to be a tremendous amount of need once we begin the debris clearing, which we already have, but really get it cleared off to where we need to start rebuilding these homes, rebuilding these businesses," she said on CBS' "Face the Nation." ''And we know at different times in the past, money hasn't come always as quickly as it should."

Fallin said the money is particularly vital for the victims. "A lot of people lose their checkbooks, they lose their credit cards, they lose their driver's license, their birth certificates, their insurance papers, they lose everything, and they have no cash. And some of the banks were even hit, the ATM machines, so people need cash to get immediate needs," she said on CBS.

Earnest touted the federal contributions so far, including Obama's signing of a disaster declaration within hours of the storm to speed aid from the Federal Emergency Management Agency. Earnest said that 450 FEMA personnel were working on the ground in Oklahoma and have delivered 43,000 meals, 150,000 liters of water and thousands of cots, blankets and tarps. He said 4,200 people have applied for disaster assistance, and $3.4 million in payments have been approved.

Among the tornado victims were 10 children, including two sisters pulled by the strong winds out of their mother's grasp, an infant who died along with his mother trying to ride out the storm in a convenience store and seven students at Plaza Towers. Many students were pulled from the rubble after the school was destroyed.

But if scheduling isn't on your side, make sure you keep the conversation going. At the very least, send a couple of messages. Or even exchange numbers early and say hi. It's pretty much part of the script to send an SMS saying "hey this is Leslie, I just want to make sure you're in my phone, etc."

But don't overdo it. Too many messages? You are Ted Bundy and you are going to kill me. But also, don't play it too cool. No contact? What's your name again, because I have no idea. And keep things light, limited to jokes and uncontroversial topics, rather than the text message Spanish inquisition. You have to walk that very thin line of being interested but not too interested, aloof, but not too aloof. In some ways, it's the same thing people have been doing since the dawn of time?the game is the same, the rules are just slightly more confusing.

Which isn't to say there are really rules at all! The most important thing? If you're interested in someone let them know. And from there, hopefully fate will take its course. Or at the very least, you'll get laid and never have to talk to the person again.

Artist Kapoor draws on Berlin's dark history in new show

BERLIN (Reuters) - Blood-red bricks of wax are shifted by conveyor belts up metal chutes towards the centre of an atrium before thudding down and splattering like entrails, in a monumental new installation created by artist Anish Kapoor for his new show in Berlin.

A giant, dark sun-like red disk hovers above the ever-growing heaps of wax splodges in "Symphony for a Beloved Sun", which opens Kapoor's first major exhibit in Berlin, running until November 24 in the Martin Gropius Bau exhibition hall.

"Kapoor in Berlin" includes works that the Turner prize-winning artist has created specifically for this show as well as a selection of other provocative sculptures dating back to the 1980s, made with wax, steel, resin, stone and mirrors.

The artworks range from frightening installations like "Symphony" - which recalls the industrialized murder of six million Jews during the Holocaust - to playful curved or geometrically fragmented mirrors which one might find in an amusement park.

"It refers to the history of this place, obliquely to the Holocaust, and to Russian Constructivists," British curator and art historian Norman Rosenthal told Reuters.

The Gropius Bau is housed in an elegant neo-Renaissance pile destroyed in World War Two and re-opened only in 1981. It is located next to the former site of the headquarters of the Gestapo, Nazi Germany's murderous secret police.

From the windows, visitors can also glimpse a stretch of the Berlin Wall that divided western and communist eastern Germany throughout the Cold War.

"You can see each of those red bricks as incorporating the innards of dead spirits - and there are lots of them in this part of the world," said Rosenthal.

Kapoor, who speaks with an upper-class British accent, is one of Britain's most renowned contemporary sculptors and created the country's biggest piece of public art with his controversial, 22 million pound ($33.31 million) spiraling red tower for London's Olympic Park.

But the artist was born and raised in India to an Iraqi-Jewish mother and a Hindu father, and spent a brief period in Israel aged 16 living on a kibbutz before settling in Britain.

"Inevitably (the installation) does have some relation to this site, to this city, to this country, to its history," Kapoor told Reuters.

One German paper noted that the Swastika symbol adopted by the Nazis, signifies the sun in some civilizations and in the Hindu tradition is a symbol for good fortune.

The 59-year old, who sported a casual blue suit, red sneakers and floppy silver hair, said that he did not want to convey a narrative or statement with his work. Rather, the process of the artwork should yield a deeper meaning.

"I was born and brought up in India, my work is Indian and not Indian," he said. "Similarly, Jewishness is one of those things that is there present as a reality but it's not something I directly draw upon."

HALLS OF MIRRORS

The show includes some of Kapoor's classic works such as "Shooting into the Corner", in which a canon periodically fires a ball of red wax into a white corner, and "The Death of Leviathan", a gargantuan maroon PVC balloon that sprawls through several rooms.

Kapoor said the deflating piece evoked "the death of the state, the decline of the state" being experienced in Europe and beyond, the idea that the individual has to take on the responsibility for tasks previously assumed by the state.

The London-based artist said the British government was failing to acknowledge the importance of the arts and education sector and offer adequate financial support.

"It need to pull its socks up and do something, take on a kind of responsibility," he said.

The exhibition feels something like an amusement park at times, with its halls of mirrors and the cave-like sculptures made with stone or warty resin evocative of ear wax that visitors can peer through.

Other artworks are like optical illusions. In "When I'm Pregnant", a subtle bulge emerges from the white wall, while the black disk in the middle of the floor in "Descent into Limbo" seems to be a gaping hole opening into a bottomless pit.

Rosenthal said Kapoor was constantly playing with the tension between the idea of a black hole and a certain density, "a kind of infinity that is unbelievably beautiful".

WASHINGTON (AP) ? The Internal Revenue Service official who led the unit that targeted tea party groups and publicly disclosed the activity has been replaced, making her the third top IRS official moved aside since the episode was revealed two weeks ago.

Lois Lerner was put on administrative leave on Thursday, said Sen. Charles Grassley, R-Iowa, and two congressional aides.

Without naming Lerner, new Acting IRS Commissioner Danny Werfel emailed employees that 27-year IRS veteran Ken Corbin would become acting head of the exempt organizations division ? a move the Obama administration was hoping would help ease the controversy.

Grassley said Lerner rejected a request by Werfel to resign. One congressional aide said Lerner, a career civil servant, will be on paid leave. The congressional aides spoke on condition of anonymity to describe a personnel matter.

A day earlier, Lerner proclaimed her innocence of any wrongdoing to a House committee, then invoked her Fifth Amendment right against self-incrimination and refused to answer questions.

Republicans have shown no taste for dropping their demands for more answers about the matter, which has become a major political liability for President Barack Obama. Three congressional committees are investigating the episode and the Justice Department has launched a criminal investigation.

"The agency needs to move on to fix the conditions that led to the targeting debacle," Grassley said, adding about Lerner, "She shouldn't be in limbo indefinitely on the taxpayers' dime."

Rep. Sander Levin, D-Mich., said replacing Lerner was a "strong step" for improving the IRS but added, "This and further corrective action are vital in restoring the confidence of the American people."

Lerner oversaw the IRS unit that in early 2010 started subjecting conservative groups seeking tax-exempt status to long-lasting, tough reviews, according to a report by a Treasury inspector general.

That report said Lerner learned of the activity in June 2011. Higher-ranking IRS officials say they didn't learn of the problem until nearly a year later.

Lerner revealed the wrongdoing May 10 in response to a question at a legal conference that IRS officials later conceded they planted in an attempt to get the news out before the inspector general's report was released.

Steven Miller was forced out this week as acting IRS commissioner. Joseph Grant, one of Miller's top deputies, announced last week that he will retire June 3.

All IRS offices will be closed Friday, one of five days the agency plans to be shuttered this year because of mandatory, across-the bard budget cuts that are affecting most government agencies.
